Edward Frank Cartier Conway, S.C. Edward Frank Cartier of Post 430 (Department of New Jersey) passed away Sept. 23 at age 81. He was a World War II Navy veteran. Mr. Cartier served in several department positions, including department commander from 1991 to 1992. John H. Fritts Allenspark, Colo. John H. Fritts of Post 96 (Department of Colorado) passed away Oct, 1 at age 83. He was a World War II Navy veteran.

The federal budget process for fiscal 2009, which has stagnated for most of the summer, was partially addressed in late September. On Sept. 30, the president signed Public Law 110-329, a continuing resolution that will address funding for the federal government for fiscal 2009. It passed the House of Representatives on Sept. 24 by a recorded vote of 370-58. The Senate passed the measure on Sept. 27 by a 78-12 tally. The measure has three major portions:

NATIONAL COMMANDER'S MESSAGE

On Nov. 4, Americans will flock to the polls to decide the course our country will take for at least the next four years. The term “flock” seems appropriate because more than 100 million citizens will cast their votes. Yet “flock” also seems inappropriate because millions of voters will choose not to cast their ballots. In the last presidential election, 63.8 percent of Americans aged 18 or more voted. We celebrated this because the number was up from 58 percent in 1996 and 60 percent in 2000.

National Commander David K. Rehbein says every member needs to hear the Legion’s success stories

Barely six weeks into his tenure, National Commander David K. Rehbein is already singing his praises about The American Legion. During the National Executive Committee's Fall Meetings in Indianapolis Oct. 15-16, Rehbein shared his thoughts on what he's seen, and his vision of the Legion's future. "I've seen some things and had some experiences that you need to know about - and I think, beyond that, you need to go home and talk to your posts about," Rehbein said. "They're the real reason behind some of the experiences we've had."
